JIANGMEN, China, October 13, 2026 — The launch ceremony for Shenhai Hydrogen Energy No. 1, the world’s first semi-submersible offshore wind-to-hydrogen platform, was held in Jiangmen, Guangdong Province. Built by CIMC Raffles, a subsidiary of CIMC Group, the platform has completed the commissioning of its onshore process systems and is preparing for deployment in the South China Sea.

Representatives from the Jiangmen Municipal Development and Reform Bureau, Shenergy Group, the Zhuhai Branch of China Classification Society (CCS), and partner organizations attended the ceremony to witness this milestone.
The platform is China’s first project to obtain both CCS classification and statutory maritime inspection. Designed for the challenging sea conditions and shallow waters of the South China Sea, it represents an innovative integration of offshore wind power and hydrogen production technologies, marking an important step forward in the development of marine green-energy equipment.
Designed to support large-scale offshore hydrogen production, Shenhai Hydrogen Energy No. 1 incorporates several technological advances and integrated systems. Its key features include an innovative shallow-water, multi-point disconnectable mooring system designed to withstand sea conditions with a 50-year return period, helping ensure operational safety at offshore wind farms.
The platform also features dual grid-connected and off-grid power supply modes, together with motion-suppression technology, to support continuous operation of proton exchange membrane (PEM) electrolyzers under complex marine conditions. Equipped with PEM electrolyzers rated at the 1,000 Nm³/h class and three types of hydrogen storage systems, it provides a test platform for evaluating the marine adaptability of multiple systems. An integrated remote-monitoring system enables unattended operation and intelligent maintenance.
The successful launch marks another achievement in CIMC Raffles’ independent innovation in marine green-energy equipment and represents an important milestone in CIMC Group’s transition from conventional oil and gas equipment toward green-energy solutions.
Building on CIMC Raffles’ Yantai Offshore Energy Island Hydrogen-Ammonia-Methanol Integration Pilot Project, the platform further strengthens the company’s offshore energy island portfolio and lays the groundwork for expanding its applications from nearshore waters to more distant offshore areas. It also provides valuable technical knowledge and operational experience for improving the utilization of offshore wind power and developing strategic energy supply hubs for green shipping.
By advancing the practical application of offshore wind-to-hydrogen technology, the platform supports efforts to address challenges in utilizing offshore renewable electricity and contributes to the development of a marine new-energy industrial chain. It represents a further step in exploring marine clean-energy solutions and advancing green, low-carbon development.
