Core Project of Zhangcheng-Tang Hydrogen Regional Pilot Enters Construction Phase

On August 24, the core projects of the Zhangcheng-Tang Hydrogen Regional Pilot, Hebei Province’s only national-level hydrogen  regional pilot, entered the construction phase.

Projects across hydrogen production, storage and transportation, hydrogen transmission, end-use applications and demonstration platforms are progressing as planned. The initiative aims to establish a coordinated hydrogen industry system featuring “Zhangjiakou as a hydrogen production hub, Chengde as a green hydrogen supply base, and Tangshan as an application gateway.”

Phase I of the renewable energy-powered hydrogen production and liquefaction plant in Kangbao County, Zhangjiakou, has entered the final stage before commissioning. All major hydrogen production, compression, storage and transportation equipment has been installed, and integrated electrical commissioning is currently underway.

Once operational later this year, the facility is expected to produce 12,000 tonnes of high-quality green hydrogen annually.


The supporting Kangbao-Caofeidian hydrogen pipeline project is described as China’s pure-hydrogen transmission pipeline with the largest design diameter, highest hydrogen transmission capacity and highest-grade steel specification. Construction officially began in October 2025, and environmental impact assessment and soil and water conservation work are currently being advanced.


Once operational, the pipeline will serve both hydrogen transmission and hydrogen storage functions. Pipeline transportation costs are expected to fall to RMB 0.5 per kilogram per 100 kilometres.


For Phase II, the Hebei Hongmeng Hydrogen Energy Off-Grid Hydrogen Production and Low-Temperature Liquefaction Comprehensive Utilization Demonstration Project has completed the development and approval  procedures for its wind and solar power supply. Land-use approval procedures are currently underway for a hydrogen production facility with an annual capacity of 140,000 tonnes.


Upon completion of both phases, the projects are expected to generate an annual hydrogen production output value of RMB 3.34 billion, while the annual output value of the full industrial chain is projected to reach RMB 13.5 billion. The projects are also expected to reduce carbon dioxide emissions by 6.35 million tonnes annually.
